  6. MSeGS in consultation with PricewaterhouseCooper Ltd has prepared State e-Governance Roadmap, Capacity Building Roadmap and e-Readiness Documents for the state of Mizoram, which can be downloaded under the following links:

  7. Capacity Building Under NeGP
  8. The approved project cost for Capacity Building Programme is amounting to Rs. 428.60 lakhs; out of which Grant-in-Aid from DIT, GoI is Rs 208.20 lakhs and ACA is Rs 220.40 lakhs. This project is to be implemented through M/s Mizoram State e-Governance Society (MSeGS) over a period of 3 years. So far, the DIT, GoI has released Rs. 75.00 lakhs under GIA and the Planning Commission also released Rs. 107.40 lakhs under ACA for implementation of the project. The following action has been taken up:

    1. 21 Govt. Junior Officers have undergone for one week PeMT training programme at NISG, Hyderabad.
    2. 20 Govt Middle Officers have also undergone for one week e-Governance Training Programme at IIPA, New Delhi
    3. 4 (Four) Govt. Officers have been deputed for One Year Post Graduate Diploma in e-Governance programme for Executive course at TAPMI, Manipal
    4. MSeGS have conducted One Month e-Governance & Office Automation Training Programme at Aizawl for Government’s employees under which 100 employees have been trained so far.
    5. 2 (Two) Officials from DoICT have undergone for one week Management Development Training Programme on Project Management at IIM, Kolkata.
  9. The MSeGS is undertaking e-Governance training programme with NISG/IIPA for Political Leaders & Decision Makers. The MSeGS is also undertaking e-Governance Training Programme with ATI, Mizoram for training of all Govt’s Officers.

  10. State Mission Mode Project (SMMP)
  11. The Department of IT, Government of Mizoram has identified 14 Departments as State Mission Mode Project under NeGP; out of which the MSeGS has prepared Detailed Project Report (DPR) for the following Departments:

    1. Land Revenue & Settlement
    2. Finance & Treasuries
    3. Taxation
    4. Food & Civil Supplies
    5. Planning
    6. Mizoram Legislative Assembly (MLA)
  12. State Wide Area Network (SWAN)
  13. The Department of ICT (DICT) proposed to establish Mizoram State Wide Area Network (MSWAN) under NEGP which will interconnect all the Blocks, Sub-Divisions, Districts, and State capital through high speed data communication line. The approved project cost is amounting to Rs. 20.59 Crore; Out of which Grant-in-Aid from DIT, GoI is Rs 14.63 Crore and ACA is Rs 5.96 Crore. This project is to be implemented in PPP model through M/s. Zoram Electronics Development Corporation Limited (ZENICS) over a period of 5 years. The DIT, GoI released Rs. 293.00 lakhs under GIA and the Planning Commission released Rs. 380.10 lakhs under ACA for implementation of the project. The present statuses of the SWAN projects are as follows:

    1. Tender for Selection of Network Operator in BOOT Model for Mizoram SWAN is being published in the website at tender.mizoram.gov.in and www.zenics.org. The last date for submission of Bid Document is 28.01.2010 at 2:30PM and Pre-Bid Conference on 16.01.2010 at 11:00 AM
    2. Site Preparations for 42 POPs (Point-of-Presence) are in progress.
  14. State Data Center (SDC)
  15. The Department of ICT (DICT) also proposed to establish Mizoram State Data Center (MSDC) under NeGP for storing all kinds of information relating to Government. The approved project cost is amounting to Rs. 30.88 Crore; Out of which Grant-in-Aid from DIT, GoI is Rs 11.75 Crore and ACA is Rs 19.13 Crore. This project is to be implemented through M/s. Mizoram State e-Governance Society (MSeGS) over a period of 5 years. The DIT, GoI released Rs. 237.00 lakhs under GIA during FY 2008-2009 for implementation of the project. The following are the current Status of SDC:

    1. Approval of RFP (Request For Proposal) is being awaited from DIT, GoI and Law Department, Govt of Mizoram.
  16. Common Service Center (CSC)
  17. The Department of ICT (DICT) proposed to establish 136 Common Service Center (CSC) for delivery point between Government and Citizen. Department of IT, GoI had allocated Rs. 2.16 Crore for CSC implementation; Out of which Grant-in-Aid from DIT, GoI is Rs 1.08 Crore and ACA is Rs 1.08 Crore. This project is to be implemented through State Designated Agency i.e M/s Mizoram State e-Governance Society (MSeGS) over a period of 4 years. The Planning Commission also released Rs. 27.00 lakhs under ACA for implementation of the project. The following are the current status of the CSC Project:

    1. M/s Zoom Developer, Noida has been selected as Service Center Agency (SCA) and tripartite agreement has been signed on 29.4.2009 between Government of Mizoram, Department of ICT, M/s MSeGS and M/s Zoom Developers, Noida.
    2. Setting up of CSC in Mizoram is in progress
  18. State Service Deliver Gateway (SSDG) and State Portal (SP)
  19. The Department of ICT (DICT) proposed to set up State Service Delivery Gateway (SSDG) & State Portal (SP) as an integrated MMPs under NeGP. The MSeGS has prepared Project Proposal for an amount of Rs. 8.61 Cr. which have been submitted to DIT, GoI for approval.

  20. National Portal of India
  21. National Portal (NP) is an Integrated MMPs in which M/s Zolife Infotech has been selected as Content Service Provider. NIC, New Delhi has so far released Rs. 20.00 lakhs for hiring of content service provider. The projects is to be implemented within 2 years.

  22. E-District
  23. The Department of ICT (DICT) proposed to set up pilot eDistrict project in Aizawl under state MMPs to computerize all the possible District administration which will be access through CSC. The approved project cost is amounting to Rs. 315.88 Lakhs and it is to be implemented through M/s Mizoram State e-Governance Society (MSeGS) over a period of 18 months. The DIT, GoI released Rs. 117.86 lakhs under GIA during FY 2008-2009 for implementation of the project. The following are the status of the project:

    1. We have completed all necessary documents such as As-is Report, To-be Report and Change Management and Legal Change Report.
    2. RFP have been floated and selection of vendor has been finalized with M/s Teledata Informatics Limited, Chennai.
  24. Digital Land Resource Information System (DLRIS)
  25. The Department of ICT, Government of Mizoram in collaboration with C-DAC, Kolkata is executing GIS based DLRIS under the financial assistance of Deptt of IT, Government of India with the total estimated cost of Rs. 220.00 lakhs. M/s Mizoram State e-Governance Society (MSeGS) is State Designated Agency for implementation of this project. The project duration is 24 months. The objective of the project is to generate and create comprehensive resource information relating to transport network, power distribution line, school education, drainage & water distribution pipeline, Agriculture information, Village information and town planning, etc. integrated with Geographical Maps obtained from Satellite imagery.

  26.
