MSeGS Office

Mizoram State e-Governance Society (MSEGS) was established in 2005 and is registered under the Society Registration Act, XXI of 1860. The primary objective of the Society is to administer the implementation of e-Governance projects for the overall benefit of the citizens and public by setting up the necessary administrative, financial, legal and technical framework, implementation mechanism and resources in the State of Mizoram.

It facilitated establishment and setting up of major e-Governance projects like the State Data Center (SDC), State Wide Area Network (SWAN) and Common Service Centre (CSC) and various other e-Government projects in the state.


Project Achievement of MSeGS

(1) MSeGS has set-up IT Resource Centre in Aizawl for capacity building and empowerment of women and rural youths in the state under the financial assistance of Department of IT, Govt of India for an amount of Rs. 18.00 lakhs. Under this project, we have trained 200 candidates in office automation. This project aims to enable women and rural youths of Mizoram to become economically viable, independent and raise their socio-economic status through the use of IT. Through this programme candidates were given training on short term courses on various IT related aspects. This project was completed successfully and over by September, 2009.

(2) MSeGS has taken up the project known as K-YAN for creation of educational technologies infrastructure in 50 Govt middle schools. The total cost of the project is 75.00 lakhs and is funded by Govt of India, Department of IT. This projects aims to enhance the educational technology capacity of 50 identified Co-educational Middle Schools of Mizoram as a pilot intervene, with special emphasis on educational of Girl child, by way of deploying an integrated teaching-learning device named KYAN- the community computer. The main objective of the project is to eradicate gender disparity, faster learning opportunities, enhance retention and minimize drop-outs through technology-enabled education.

(3) Computerization of Land Records: MSeGS has successfully computerized Land Record Information System known as "ZORAM" under the fiancial assistance of Govt of India, Department of IT for an amount of Rs. 140.00 lacs. This project was implemented as a pilot project in Serchhip District and was completed in 2007 with the objective of providing responsive, transparent and effective revenue administration in the district. The state roll-out for implementation in other districts is in progress.

(4) Computerization of Property Registration: MSeGS has also successfully computerized Property Registration in Aizawl under the fiancial assistance of Govt of India, Department of IT for an amount of Rs. 140.00 lacs. This project was implemented as a pilot project in Aizawl District and was completed in 2007. The objective of the project is to register documents that endorse various types of transactions citizens undertake such as sales, purchases, mortgages, leases of property, wills, divorce, adoption, power of attorney, property, issue of encumbrance certificates etc. are computerized to remove land disputes, better system of land evaluation, transparency in land transactions, better monitoring of revenue collection. The state roll-out for implementation in other districts is in progress.


On-going Project of MSeGS

MSeGS has been involved and implemented a lot of projects in the state of Mizoram. At present there are 6 projects which are taken up by the society in collaboration with the Government of Mizoram

(1) Capacity Building Project:

MSeGS has taken up Capacity Building Programme of the Government of Mizoram under National e-Governance Plan (NeGP) with the approved project cost of Rs. 428.60 lakhs; out of which Grant-in-Aid from DIT, GoI is Rs 208.20 lakhs and ACA is Rs 220.40 lakhs. The primary objective of this project is to build the capacity of the Government employees including political leaders, decision makers, State e-Governance Mission Team, Project e-Governance Mission Team and empowering them while implementing State Mission Mode Projects (MMPs).

Under this project, MSeGS has taken up various activities as follows:

(a) Five (5) DPRs for State Mission Mode Projects (SMMPs) have been prepared under the capacity-building fund such as Planning, Finance, Revenue, F&CS, and Taxation.

(b) Two (2) SeMT support staff has been engaged from M/s Wipro Infotech through open advertisement.

(c) Twenty One (21) Govt. Junior Officers have undergone for one week PeMT training programme at NISG, Hyderabad.

(d) Twenty (20) Govt Middle Officers have also undergone for one week e-Governance Training Programme at IIPA, New Delhi

(e) Four (4) Govt. Officers have been deputed for One Year Post Graduate Diploma in e-Governance programme for Executive course at TAPMI, Manipal

(f) MSeGS have conducted One Month e-Governance & Office Automation Training Programme at Aizawl for Government's employees under which 100 employees have been trained so far.

(g) Two (2) Officials from DoICT have undergone for one week Management Development Training Programme on Project Management at IIM, Kolkata.

(2) State Data Center (SDC) Project:

MSeGS has taken up State Data Center (SDC) project under NeGP for storing all kinds of information relating to Government and Citizens. The approved project cost is Rs. 30.88 Crore; Out of which Grant-in-Aid from DIT, GoI is Rs 11.75 Crore and ACA is Rs 19.13 Crore. The project is in initial stage for MSeGS has recently submitted Request For Proposal (RFP) to DIT, GoI and Law Department for approval. The Site has been identified for SDC at 2nd Floor of Secretariat Building Annexe-I and the approval has been obtained from SAD, Govt of Mizoram. Meanwhile, ICT's Engineer have undergone for SDC Security Training at CERTI, New Delhi.

(3) Common Service Center (CSC) Project:

MSeGS is establishing 136 Common Service Center (CSC) for delivery point between Government and Citizen for which the Department of IT, Govt of India had allocated Rs. 2.16 Crore for CSC implementation; Out of which Grant-in-Aid from DIT, GoI is Rs 1.08 Crore and ACA is Rs 1.08 Crore. The objective of this project is to interface between Government-to-Citizen, Business-to-Citizen, and Citizen-to-Citizen. MSeGS has selected M/s Zoom Developer, Noida as Service Center Agency (SCA) and tripartite agreement has been signed on 29.4.2009 between Government of Mizoram, Department of ICT, M/s MSeGS and M/s Zoom Developers, Noida.

(4) E-District Project:

MSeGS has taken up E-District as Pilot Project in Aizawl under state MMPs to computerize all the possible District administration and citizen services which will be access through CSCs. The approved project cost is amounting to Rs. 315.88 Lakhs and the project duration is 18 months. The DIT, GoI released Rs. 117.86 lakhs under GIA during FY 2008-2009 for implementation of the project. In order to implement the project, MSeGS has completed preparing As-is Report, To-be Report and Change Management and Legal Change Report. Further, RFP have been floated and selection of vendor has been finalized with M/s Teledata Informatics Limited, Chennai.

(5) Digital Land Resource Information System (DLRIS) Project:

MSeGS in collaboration with C-DAC, Kolkata is executing GIS based DLRIS under the financial assistance of Deptt of IT, Government of India with the total estimated cost of Rs. 220.00 lakhs. The objective of the project is to generate and create comprehensive resource information relating to transport network, power distribution line, school education, drainage & water distribution pipeline, Agriculture information, Village information and town planning, etc. integrated with Geographical Maps obtained from Satellite imagery.

(6) Property Return Online System:

Property Return Online System (PROS) is a project initiated by Mizoram State e-Governance Society for the Vigilance Department under The Government of Mizoram. This system will be designed to maximize the efficiency in keeping record of property of all the gazette officers by providing tools to assist in automating the process, which would otherwise have to be performed manually. By maximizing the work efficiency and production the system will meet the department's needs while remaining easy to understand and use.

(7) E-Plan:

e-Plan is a project for Planning and Program Implementation Department, Government of Mizoram initiated by Department of Information and Communication Technology (DICT), Government of Mizoram. The project aims to simplify the submission of Quarterly Progress Report (QPR) by various departments and undertake back end computerization to enable the approval or rejection of these reports. e-Plan provides enabling IT for internal processes of the Department to increase functional efficiency. It helps to automate workflow and internal processes of the Department. It also provides seamless integration of various departments with the Planning department-by using a single database for all QPR submission. Moreover e-plan also provides easy access to the Department services to other government departments. Facilities for generation of reports both manually and automatically are an important feature of e-plan. This application is hosted in Mizoram SDC. The system was successfully implemented during 2014-15 but due to dissolution of Planning Commission by Central Govt. the system is pending.

The project cost is approximated of ₹1,63,20,000.00 if cost of software development is to be charged or outsourced to private company but the Department of ICT/MSeGS created this e-plan at free of cost for all Departments under Govt. of Mizoram.

(8) Forensic Department Case Tracking System:

The main function of Forensic Science Laboratory is to undertake its diverse Laboratory examinations and provide scientific guidance to the investigating agencies in collecting physical evidences at the scene of Crime. Justice Delivery System has 3 (three) arms, such as Police, Judiciary and Forensic. Prior to the establishment of Forensic Science Laboratory in Mizoram, material evidences detected in different crime cases was sent outside the state that usually took months and years. To overcome these difficulties and to have a better and efficient administration of Justice, Government of Mizoram established Forensic Science Laboratory under the administrative control of Police Department Vide Notification No A/12034/1/97-HMP dated 31/7/2000. To assist Forensic Department for better operational efficiency, ICT Department/MSeGS has developed a case tracking system. The case tracking system is a module for the government CMS developed for tracking evidence submitted to the Forensic Department. The system tracks evidence submitted to the Forensic Department and its status can be easily viewed when needed by the officer concerned. If the Software is to be purchase the cost will be approximated of Rs. 10,00,000.00 but the Department of ICT/MSeGS created this tracking system at free of cost for the Forensic Department.

(9) Mizoram House Reservation System:

Mizoram House is an undertaking by the Department of General Administration. The conventional method of booking rooms is done by filling up a reservation form which can be downloaded from the website, wherein the applicant has to provide his/her Name, Designation, Department, Whether on official duty/ not on duty/ medical ground/ private/student, Proposed duration of stay & date from which the reservation is required, In which Mizoram house reservation is sought, Contact no and Signature. This form is submitted to the Department of General Administration and then approved by concerned authorized person. Mizoram House Reservation System is Government CMS Module developed to enable online application of booking rooms in Mizoram Houses. The public accessible area has a form for submitting the details of the applicant and uploading necessary documents. The applicant, after submitting the form, is given an ID to track his booking status. In the backend, the application has to be approved by the GAD Department after which the corresponding Liaisons Officer can approve/reject the application.

(10) Online Water Billing System for PHED:

Electronic water bill payment is a feature of online and mobile banking, allowing citizens of Mizoram to make payment of money from their transaction or credit card account to a creditor or vendor such as a PHE department from their specific account. These payments are typically executed electronically as a direct deposit through a national payment system, operated by the banks or in conjunction with the government. Payment is typically initiated by the citizens but can also be set up as a direct debit. These include the ability to schedule payments in advance to be made on a specified date, to save the biller information for reuse at a future time and various options for searching the recent payment history. In many cases the payment data can also be downloaded and posted directly into the customer's accounting or personal finance software. Online Water Billing System is an application developed for PHE Department for the citizens to pay their water bill online also for billing counters and CSC. Citizens will be able to pay water bills through PHE website using Credit Card/Debit Card/Net banking anytime and receive confirmation SMS and emails respectively. This eliminates the time spend on having to stand in long queues in billing counters and provides flexibility of time in paying bills.

(11) Discussion Forum:

This is a forum created for taking feedback and suggestions from the citizens regarding different issues and schemes of the Higher and Technical Education Department. Some of the advantages of the forum are:

1. Increased citizen participation in governance.

2. Improved transparency in decision making.

3. Ability to acquire educated ideas and suggestions from people outside the department

4. Empowerment of citizens as they feel their importance in contributing to important government matters.

The forum has been deployed online for some time and will increase in popularity with the passing of time.

(12) School Mapping:

School mapping is a project initiated by Mizoram State e-Governance Society (MSeGS) for Directorate of School Education, Government of Mizoram. The successful collaboration of the application resulted in a sophisticated data warehousing solution that enabled the School Education Department to spot potentially fraudulent. The solution closes the gap between Administration office and schools, and detects erroneous patterns of posting. Predictive analytics helps gather intelligence from different channels to incorporate the right inputs into the forecasting models. The project is unique and one of the first of its kind in India.

The successful software implementation performed by MSeGS helped School Education Department and has numerous benefits, including improved service delivery by actualizing “Anywhere, Anytime” services for website compliance, enabling improved satisfaction due to easily available information, and bringing government services closer to the doorsteps of citizens.

This project maps the location of all schools under the Government of Mizoram and provides the exact latitude-longitude location of each school on Google Maps. It also shows the number of teachers and students in a specific school, a detailed information of all the teachers and students is available to be viewed from the admin account. This application is hosted in Mizoram SDC.

(13) Inventory Management System:

Inventory Management System (IMS) is a project initiated by the Department of ICT and Mizoram State e-Governance Society (MSeGS) for Secretariat Administration Department (SAD), Government of Mizoram. Under this project, it has been envisaged to provide better inventory system and enable the approval of certain indent items to the concerned department’s officer through appropriate automated system. This project aims to create an integrated IT platform for all government departments, to use IT primarily to maximize the efficiency in management and requisition of inventory by providing tools to assist in automating the process, which would otherwise have to be performed manually. The focus of the project is mainly monitoring and maintenance of the inventory within the department. It is important to reiterate that emphasis of this initiative by the department is on the services and not on mere computerization. The program helps the concerned officer in overseeing the management of inventory from a back end. It provides a means of eliminating uncontrolled indents and keeps track of items so that frequent losses are reduced. This application is hosted in Mizoram SDC. The project cost will be approximated of ₹ 96,480,000.00 but the Department of ICT/MSeGS created this system at free of cost for SAD.

This project has won the Skoch-Order-Of-Merit 2016 under the category ‘service delivery’. Skoch Smart Governance Award is an initiative recognizing top performing government organizations and organizations working with the government, operating at local, state and national level in the area of Health, Education, Rural Development/Panchayati Raj, Urban Development, Finance, and Security. It is a step towards recognizing the best practices and models of governance for excellent and efficient implementation of programmes and services delivery.

(14) CM Online:

Chief Minister Online is a project by Chief Ministers Office, Government of Mizoram initiated by Mizoram State e-Governance Society (MSeGS). The project aims to simplify the interactions by the public and undertake back end computerization to enable IT for the approval or rejection of these grievance reports. This project create an integrated IT platform for Chief Minister Online through IT primarily to increase efficiency, transparency and processing along with convenience in operations and promotion of good governance. Citizens can now interact with Chief Minister Office by sending query through SMS and by filling up web form wherein a unique tracking code is given. Status of query can also be tracked from the website using tracking code. This application is hosted in Mizoram SDC. Some of the broad objectives of CM Online is as follows:

  • Automation of workflow and internal processes of the Chief Minister’s Office.
  • To provide easy access to the services of the Chief Minister Online to other Individuals/Public/Departments.
  • To provide facilities for generation of reports both manually and automatically.
  • To enable the public to submit complaint/inquiry to the Chief Minister’s Office via SMS and via Web.
  • To enable the public to interact with the Chief Minister’s Office via social networking sites (Facebook, Twitter, and YouTube).
  • To know the Chief Ministers Programme.
  • To view recent news about the Chief Minister.
  • Online grievance redressal system.
  • Information dissemination.
  • The project cost is approximately ₹ 1,48,50,000.00 but the Department of ICT/MSeGS created this system at free of cost for the SAD

    (15) ENDNET :

    Endnet is a project developed by ICT Deptt./MSeGS for Excise and Narcotics Department under Government of Mizoram. Endnet is primarily used for logging new cases and new accused information wherein all important information is entered and stored in the database and viewed on demand and when required. Endnet also provides features for fingerprint scanner and camera for capturing pictures of accused. All cases can be viewed and daily cases filed for required months are shown on a graph. Endnet allows an option for entering and viewing different States, along with different districts, different Acts, case I/O list, Magistrate list and unique Articles. Endnet also provides cost-efficient and effective utilization of IT, saves time in searching huge records and safe keeping of records in digital format. This application is hosted in Mizoram SDC.

    The project cost is approximated of ₹ 70,50,000.00 if cost of software development is to be charged or outsourced to private company but the Department of ICT/MSeGS created this software at free of cost for better delivery of services for Excise and Narcotics Departments.

    (16) Citizen Charter:

    This is an internal project of Department of ICT. Many processes of the Department have been IT-enabled including:

  • SDC registration
  • RTI management
  • Conference Hall
  • There by greatly improving efficiency of service delivery. This increases citizen satisfaction in availing of services from the department. The application can be modified to be used for any department for providing their own services. ICT department has now not only provided an online services to the citizens but also provide facilities to track their application also they are informed about their applications whether it is rejected or accepted through SMS.

    (17) Governor Online:

    Governor Online aims to create an integrated IT platform to use IT primarily to increase efficiency, transparency and processing along with convenience in operations and promotion of good governance. Some of the broad objectives of Governor Online is as follows:

  • Automation of workflow and internal processes of the Governor’s Office.
  • To provide easy access to the services to other Individuals/Public/Departments.
  • To know the Governor’s Programme.
  • To view recent news about the Governor.
  • Information dissemination.

    (18) Clean Mizoram Website:

    MSeGS also has developed application for School Education Department http://www.cleanmizoram.com that won ‘North East Social impact Award’ on 28.08.2015 organised by North Eastern Development Finance Corporation (NEDFI) Guwahati. The website aggregates all citizen related information regarding Clean Mizoram from different social networking sites.

    Clean Mizoram Movement was awarded North East Social Impact Awards 2015(NESI Award 2015) under the supervision of School Education Department and Department of ICT (Information and Communication Technology).

    This website was used for spreading awareness of cleanliness and it is also used to display the role and activity taken for cleanliness in different part of Mizoram. It display the complete information of Clean Mizoram Movement. Till today, the popular social Networking website such as Facebook, Twitter, Instagram are used for Clean Mizoram Movement, all the action or movement related to Clean Mizoram can be shared through this platform. The Clean Mizoram Movement Programme, social work and different activity can be share by hastaging #cleanmizoram through Facebook, Twitter and Instagram as Clean Mizoram website capture all the hastag and display in the website.

    (19) Mizoram Dictionary:

    This is a mobile app containing a directory of important officials of Government of Mizoram. Some of the content of the app are:

    1. Ministers’ contact information

    2. MLA’s contact information

    3. All officers under each department.

    4. Important officials in Government PSU.

    5. List of all accredited journalists.

    6. All Secretaries.

    7. All Heads of Departments.

    8. All Mizoram House contact information

    The information in the app is constantly being updated thus providing an accurate up-to-date information. This results in:

    1. Transparency of information.

    2. Convenience of finding information.

    3. Increased ease of access of officials by citizens.

    (20) SMS notification for water distribution:

    SMS alert system for water distribution of Greater PHED developed by Mizoram State e-Governance Society for Public Health Engineering Department. This project an Event based Push SMS is used to notify consumers about the water distribution schedule and timings. Distribution schedule is prepared using data recorded in the software for all the zonal tanks. When the schedule is published through the software, the site office engineers were notified using SMS to check the new distribution schedule. At the same time, the distribution schedule is also notified using SMS to the consumers through the software. With this project, the distribution of water to consumers has been uniform in timely manner and the consumer’s awareness of water distribution schedule minimize water loss due to overflow.

    This project was initially developed for Aizawl and has been replicated and customized for Lunglei and Champhai districts.

    (21) Disaster App:

    This is an app created in consultation with the DC Aizawl Office. It is an app to assist Aizawl residents in times of disaster. The app is linked with the official Disaster Management website of the Government of Mizoram for enhanced utilization. Some of the features are:

    1. Quick update on any disaster

    2. Official information regarding disasters and instructions to citizens

    3. Facility for citizens to submit disaster information.

    4. Important information related to safety practices, how to avoid different accidents, first aid information etc.

    (22) Online Leave Application:

    This application provides a very convenient way to apply different kinds of leave online. Some of the features of the software are:

    1) Ability to view current status of applied leave

    2) Ability to see total leave taken/remaining

    3) Officials can see a list of all employees along with the leave taken by each employee.

    4) Leave application notification is sent to the approving authority via SMS.

    5) The authority can then view the request and either approve or reject the application.

    6) The decision is sent to the applicant via SMS

    The Leave Application is being deployed and used successfully in MSeGS and all leave related processes are now done online.

    (23) Content Management System (CMS):

    The Mizoram Government Content Management System (CMS) is an online platform for all government department websites. A content management system (CMS) is a web application that allows publishing, editing and modifying content, organizing, deleting as well as maintenance from a central interface. CMS can be bundled or stand-alone application to create, deploy, manage and store content on Web pages. Additional features can be added to the existing CMS which makes it versatile for all types of webpages. Such systems of content management provide procedures to manage workflow in a collaborative environment for all government department websites. CMSs typically aim to avoid the need for hand coding for varied websites, but may help it for specific elements or entire pages. A CMS may serve as a digital asset management system containing documents, videos, pictures, phone numbers, and personal data. CMSs can be used for storing, controlling, revising, semantically enriching and publishing documentation. A Web CMS can catalog and index content, select or assemble content at runtime, or deliver content to specific visitors in a requested way, such as other languages. Web Content Management System's usually allow client control over Hypertext Markup Language - based content, files, documents, and Web hosting plans based on the system depth and the niche it serves. This application is hosted in Mizoram SDC.

    The content management system (CMS) has two elements:

    a) Content management application (CMA) is the front-end user interface that allows a user, even with limited expertise, to add, modify and remove content from a Web site without the intervention of a Webmaster or Admin.

    b) Content display application (CDA) compiles that information and updates the Web site.

    The project cost is estimated approximately of ₹ 4,86,00,000.00 but the Department of ICT/MSeGS created this CMS at free of cost for better delivery of services for all Departments under Govt. of Mizoram .

    The Skoch Summit has awarded this project ‘Skoch Platinum Award 2016’, which is the highest award in the category of smart governance. Skoch Smart Governance Award is an initiative recognising top performing government organisations and organisations working with the government, operating at local, state and national level in the area of Health, Education, Rural Development/Panchayati Raj, Urban Development, Finance, and Security. It is a step towards recognising the best practices and models of governance for excellent and efficient implementation of programmes and services delivery.

    (24) Revenue Tax Calculation and Surveyor detailing :

    Revenue Tax Calculation and Surveyor Detailing is a project initiated by Mizoram State e-Governance Society (MSeGS) for Land revenue and Settlement Department, Government of Mizoram. This application is hosted in Mizoram SDC. Revenue tax calculation is done by entering Document information of Category (Agriculture Land LSC or House Side LSC) along with Grade (1, 2 and 3) and Land Information of Area and Unit (Square meter or hectare). Surveyor detailing provides internal schedule time table for each surveyor.

    (25) Zonal Tank Water Level Detection System:

    The main goal of this project is to measure, record and monitor water level of each zonal tank. Tools for statistical analysis of water resource distribution will be available on the website Siktui.mizoram.gov.in. A central monitoring system for which necessary input & output signals, sensors and transmitters shall be provided along with suitable monitoring system based on Ultrasonic Range Finder and Arduino technology. This equipment will be powered by solar panel through a charge controller with a 12v 7ah battery backup.

    Zonal Tank Water Level Detection System will provide 24X7 real time monitoring of each tank water level and volume through a central monitoring base control room. This project will minimize water losses from an un-monitored tank by developing the water level detection technology which will prevent an over-flow of water. This will also enable uniform distribution of water resource to all zonal tanks.

    Objectives of the Project:

  • The primary objective is to measure, record and monitor the level of all the zonal tanks through a central monitoring system for which necessary input & output signals, sensors and transmitters shall be provided along with suitable monitoring system based on Ultrasonic Range Finder and microcontroller technology
  • To enable 24x7 real time monitoring of each tank for their level and volume through a central monitoring base control room.
  • To minimize water losses from an un-monitored tank by developing the water level detection technology this will prevent an over-flow of water.
  • To enable uniformly distribute water resource to all zonal tank by developing a technology to monitor the water level from a central monitoring base control room.
  • The ultimate objective is to make processes and information more transparent within the concern Government’s Department by providing tools for statistical analysis of water resource distribution.

    (26) Property Returns Online :

    Property Return Online System (PROS) is a project initiated by ICT Deptt./Mizoram State e-Governance Society for the Vigilance Department under the Government of Mizoram. This system will be designed to maximize the efficiency in keeping record of property of all the gazette officers by providing tools to assist in automating the process, which would otherwise have to be performed manually. By maximizing the work efficiency and production the system will meet the department’s needs while remaining easy to understand and use. The home page of the website enables the user to view property returns statement upon filtering the department name, office name and year. A list of all Departmental Officers and submissions can be viewed from the admin account dashboard and is shown in a graph. It also provides a convenient way for filing annual property returns and as a result promotes transparency and efficiency within the Government. This application is hosted in Mizoram SDC.

    The project cost is calculated approximately ₹ 54,77,500.00 but the same was created by the Department of ICT/MSeGS at free of cost for better delivery of services and transparency for Vigilance Departments.

    (27) Tourism:

    Tourism website is a project initiated by Mizoram State e-Governance Society (MSeGS) for the Department of Tourism, Government of Mizoram for improvement in tourism activities within the state and to avail ease of retrieving and accessing Tourism related information. With beautiful rolling hills, lush untapped forests and crystal clear water combined with an unique customs and traditions, Mizoram has a huge potential in the Tourism industry. At present, there are several Tourist Lodges run by the State Government. There is a felt need for a centralized information portal through which the Lodges can work in tandem in assigning rooms and have the necessary information from all the Lodges. The objectives of the project includes:

     Creating a web portal for accessing all information related to tourism, festivals and tourism hotspots in Mizoram.

     Providing a facility for booking the state run Tourist Lodges online.

     Effectively manage the room allocation process.

     Support co-ordination between all the Tourist Lodges by providing a single repository of information.

     Generate important reports regarding tourist trends, Lodge utilization etc. for efficient decision making

    The website provides list of Places of Interest, Events and Festivals inside Mizoram, Adventure activities and Tour packages.

    (28) Power & Electricity Process Management System:

    The aim of this project is to study the current management system currently being used in the department, re-engineering the process to develop a more systematic and citizen centric system for the department. Currently the department system has the following features:

  • Currently MSeGS has submitted a proposal for the new system to the Power and Electricity Department.

    (29) Treasury Computerization:

    The proposed project is aimed at providing an end-to-end IFMIS (Integrated Financial Management Information System) solution keeping in mind the requirement of various stakeholders. The IFMIS shall have comprehensive functionality and will be implemented keeping in view the requirements of various stakeholders.

    In order to ensure that the proposed solution is not a mere computerization of the existing department functions, a Business Process Re-engineering exercise will have to be performed for all the related processes. The current processes should be reviewed in detail to identify weaknesses and pain areas. Changes or adjustment to current processes will be proposed after fully evaluating impact of such changes. Studying that will review the core systems and procedures and recommend changes to be implemented so that the processes and the proposed IFMIS is aligned with each other for efficient and effective functioning. It is also proposed to carry out consultations with other similar states where IFMIS has been/ being implemented. It is envisaged that a series of workshops will be organized where various stakeholders will be invited. Formation of smaller groups will also be encouraged to discuss the strategy for computerization of certain specific processes.

    As a part of application solution strategy, best practices will be adopted in design, development and implementation of the application system. Critical factors such as ensuring platform independence, scalability, modularity, maintainability, interoperability, seamless data migration and performance will be addressed at the design stage.
